1. Welcome from Chair Gay Jones
2. Minutes
a. July, 2014
Jaime Gurevich requested additions to the draft July minutes. Lori Christensen made a motion to adopt the revised draft July minutes. Bonnie Domeny seconded the motion. The motion was approved with 5 in favor and 1 abstention.
b. May, 2014
Lori Christensen made a motion to adopt the draft May minutes. Bonnie Domeny seconded the motion. The motion was approved unanimously.
3. Reports
a. Treasurer’s Report
Andrea White, the new treasurer, reported that the balance in the BRECA bank account is $3,737.49. A summary of Profit and Loss, Budget vs. Actual up to July 30, 2014 was handed out. It was noted that some of the expense categories needed adjustment.
b. American River Parkway Coalition
Joe O’Connor reported that the chief ranger for Sacramento County Parks reminds us that no cigarettes or open fires are allowed on the Parkway.
c. CORPAC
Gay Jones stated that the Cordova Community Planning and Advisory Council (CORPAC) has a pending Conditional Use application on Mira Del Rio Dr. in the BRECA area. The applicant is Jim Anderson. The CORPAC hearing is scheduled for September. The proposed project is to use shotcrete to help support the weight of a patio where the dirt underneath is crumbling. An emergency ordinance allowed preliminary work with wire mesh and soil nails for stabilization. They are now looking at covering the wire mesh and soil nails with shotcrete. Jim Morgan noted that the area to be sprayed is about the top 10 feet of the bluff. Kelly Cohen noted that the owner had built the patio out to the edge of the bluff, ignoring the setback required by the Parkway Corridor Combining Zone ordinance. She also noted that other properties may have similar problems.
d. SPA Committee
Gay Jones noted that the new County person responsible for the Folsom Blvd. Special Planning Area (SPA) is named Chris Pahuli. She stated that it sounds like the County is getting ready to draft the SPA.
e. From the Floor
Bonnie Domeny reported that the PMRID is looking at a parking lot and permanent restroom at Larchmont Park.
Joe O’Connor reported that he had attended and spoke at a Little Hoover Commission (LHC) meeting at the capitol. There are 13 commissioners on the LHC. There was discussion of the Bagley-Keen Open Meeting Act. This act prevents California Public Utilities Commission (CPUC) commissioners from meeting and talking outside of public meetings. Speakers from the Northern California Water Rights Association addressed the LHC about concerns with CPUC regulation of utilities. In particular they stressed opportunities to control rate increases.
Rick Sloan commented that there may be opportunities to reduce the cost of the “dog fountain” at Riviera East Park. Possibly an extension could be added to an existing fountain, or the existing fountain could be swapped out and used elsewhere.
Gay Jones stated that BRECA should send a thank you letter to Supervisor Nottoli and Jim Schubert concerning the trees recently planted along Folsom Blvd.
Kelly Cohen commented that the Mather airport expansion recently approved by the Board of Supervisors will result in increased noise for our community. Gay Jones noted that cargo flights mostly take a route that goes elsewhere.
4. Old Business
a. 2014 Picnic
Lori Christensen reviewed the assignments that people had for the picnic. Andrea White commented that her husband Don could play music, and Rick Sloan commented that Pete Weber can also play music for the picnic.
b. From the Floor
Joe O’Connor stated that he had spoken with Richard Rauschmeyer of the Office of Ratepayer Advocates regarding the California American (Cal Am) Water General Rate Case. Mr. Rauschmeyer stated that the rate increase will likely be lower than what was requested by Cal Am. Also there will likely be a two tiered rate system, and a Water Rate Adjustment Mechanism to charge for water that we are not using. The latter is due to the fact that most Cal Am expenses are fixed costs.
5. New Business
a. October BRECA Meeting
Gay Jones stated that the library will not be available for the October BRECA meeting due to remodeling. She also stated that she will be out of town. She further stated that Rene Hamlin had said that maybe we could use a room at Brookside. This will be considered further at the next meeting.
b. Great American River Clean Up
Gay Jones stated that the Great American River Clean Up is scheduled for September 20, from 9 am to 12 noon. Rene Hamlin has volunteered to be site captain at the Gristmill Recreation Area.
c. From the Floor
Jim Morgan stated that people should start thinking about what articles they would like to do for the BRECA Newsletter. The Newsletter may come out in November.
