1. Welcome from Chair Gay Jones
2. Minutes of November 26, 2013
Two changes were requested of the draft minutes from November 26, 2013. Rene Hamlin made a motion to adopt the revised draft minutes. Kelly Cohen seconded the motion. The motion was approved unanimously.
3. Reports
a. Treasurer’s Report/Audit
Kelly Cohen reported that BRECA has about $4,000 in the bank.
Gay Jones stated that George Winters will be part of the audit committee.
b. American River Parkway Coalition
Joe O’Connor stated that there had been two more fires in the Parkway, and arson is suspected. County Parks wants to cut 20 feet firebreaks in some large areas of the Parkway. Authorities are working to disperse illegal campers.
c. Nextdoor.com
Greg Vaughan reported that the Butterfield-Riviera East Nextdoor.com now has 181 members. He stated that there has been quite a bit of activity regarding break-ins. He wants to gather data and report it to the Sheriff, and apply pressure over housing vouchers being used at Vince’s Motel. He also stated that they would like to start regular neighborhood watch groups.
d. From the Floor
Gay Jones reported that there had not been a Cordova Planning and Advisory Council (CORPAC) meeting.
Jim Morgan reported that he had attended a Lower American River Task Force meeting. The Corps of Engineers is studying the erosion potential of extended 160,000 cfs flows in the American River. They are developing plans to armor river banks along about 11 miles of river, including the Mayhew-Gristmill area. BRECA needs to watch this closely.
4. Old Business
a. Mini-Restoration
Gay Jones stated that she is waiting for rain (at least two events in one week) to plant a few dozen plants in a mini-restoration area near the Mayhew bridge. Volunteers will be needed for watering. Soil-born farms has set aside plants for this project. Kelly Cohen suggested using water absorbing crystals to help with watering. There was discussion of making fences to go around the plants to prevent deer from eating them.
b. Fire Counsels/Burn Area Restorations
Gay Jones stated she would also like to see a planting in the area recently burned near the Gristmill entrance. The cost of seeds can be expensive: around $500/acre.
Gay also stated that Metro Fire is looking for people to be on local “Fire Counsels.” The purpose of the Counsels will be fire prevention at the urban/wildland interface.
c. From the Floor
Lori Christensen pointed out that the next meeting should be on January 28, 2014, not January 23, as stated on the agenda.
5. New Business
a. From the Floor
Rick Sloan reported that a bench honoring Steve Ebert, a Cordova Recreation and Park District employee who was killed, has been installed at Riviera East Park. Also, there are plans to improve the walkway.
Kelly Cohen stated that she is concerned about the motels and riffraff on Folsom Blvd. Kelly made a motion to establish a BRECA crime and safety committee. Rene Hamlin seconded the motion. The motion was approved unanimously. It was recomended that the BRECA committee should work together with Nextdoor.com.
Rene Hamlin reported that Bonnie Domeny has been appointed to the Cordova Recreation and Park District Park Maintenance Recreation Improvement District (PMRID) oversight committee.
