2. Minutes of November 2012
Stan Mofjeld made a motion to adopt the draft minutes for November 2012. Mary Ann Winters seconded the motion. The motion was approved unanimously.
3. Standing Reports
a. Treasurer’s Report
There was no treasurer’s report.
b. CORPAC
Gay Jones reported that there were no items of relevance to BRECA at the last Cordova Area Planning and Advisory Committee (CORPAC) meeting.
c. California American Water
Joe O’Connor reported that thus far there is nothing of consequence to Sacramento in the California American Water/California Public Utilities Commission Phase 2 proceedings. The next general rate case, covering 2015-17, is to start in about 6 months.
d. American River Parkway Coalition
Joe O’Connor reported that there is a new proposed plan and fees for events on the Parkway up to 250 or 500 people. It is expected to bring in additional revenue to County Parks. Gay Jones stated that concern was expressed by several people that there is a mixing of policy language and fee increases, and that the policies may not be consistent with the American River Parkway Plan. Lori Christensen stated that equestrians are concerned because County Parks is considering special events using the equestrian trails, and that these trails are narrow and the events could result in harm to habitat or user conflicts. Jim Morgan stated that the Save the American River Association recommended approving the fees but sending the policy changes to a stakeholders process. There was discussion of the appropriateness of increasing fees in the current economic climate. It was stated that there will be a Parks Commission meeting on Thursday evening to discuss the proposal.
e. Native Planting Project
Gay Jones stated that last spring Mary Maret (County Parks), Kelly Cohen and herself had a walk around the Gristmill area. It was made clear that the native planting project needed to be small. It was not clear why a large project area had been proposed by Kelly Cohen.

Stan Mofjeld noted that he had received an ad for a rebate program from Gilmore heating and air, so more than one rebate program is available to people in the area.
Rick Sloan stated that the oversight committee for the assessment passed four years ago needs a member from this area. Interested people should contact the Cordova Recreation and Park District.

The next meeting will be a regular Steering Committee meeting on Tuesday, January 22, 2013, at the Rancho Cordova Library
