1. Welcome from Chair Gay Jones

2. Minutes

a. Minutes for November, 2011

Lori Christensen made a motion to approve the draft minutes for November, 2011. Stan Mofjeld seconded the motion. The motion was approved with 5 votes in favor and one abstention.

b. Minutes for December, 2011

Lori Christensen made a motion to approve the draft minutes for December, 2011. Stan Mofjeld seconded the motion. The motion was approved with 5 votes in favor and one abstention.

3. Reports

a. Treasurer’s Report

There was no Treasurer’s report. Jim Morgan requested that the treasurer prepare a report for all of 2011 for the next meeting. Kelly Cohen agreed to do so.

b. CORPAC

Paul Bowers reported that the recent meeting of the Cordova Community Planning and Advisory Council (CORPAC) did not consider any projects in the BRECA area.

c. Regional Parks

Gay Jones reported that there is to be a meeting of the Ad Hoc Parks Advisory Committee on February 1. A new Sacramento County Parks director is to start on February 15. The County is planning to sell Elk Grove Regional Park to the City of Elk Grove for approximately $3.2 million. Gay thinks that this money should go towards acquiring new land for Parks. Brad Hudson, the new County Chief Executive, has indicated that there will not be any more funding cuts to County Regional Parks, and that he will come up with a plan for the future for County Regional Parks.

4. Old Business

a. Gristmill Habitat Restoration/Coalition Possibilities

Gay Jones stated that she had counted 31 cages of trees and shrubs that had recently been planted at the Kansas Access Staging Area. Jim Morgan noted that this is generally consistent with the agreed upon final plan for restoration of the Staging Area.

Gay Jones reported that she had attended an American River Parkway Coalition meeting. There may be some common interest with the California Native Plant Society in planting some native grasses at the Kansas Access Staging area.

b. From the Floor

Joe O’Connor reported that there had been no action on the California American Water general rate increase request since the beginning of the year.

5. New Business

a. Letter to Cordova Recreation and Park District

Gay Jones made a motion that BRECA send a letter of condolences regarding the recent killing of maintenance supervisor Ebert. Jim Morgan seconded the motion. The motion was approved unanimously.

b. 2012 General Membership Meeting in April

Gay Jones reported that the problem oriented policing (POP) officer and a crime prevention specialist had agreed to come to the BRECA General Membership meeting in April. Lori Christensen suggested that someone from Code Enforcement should also come. It was agreed this is a good idea. Joe O’Connor suggested a mass mailing to the community for the event. It was requested that Joe work up a budget for a mass mailing.

c. From the Floor

Gay Jones reported that she had talked to library staff about the on-line room reservation system. Staff have final say as to who gets to use the meeting room.

There was a discussion of problems with street lights being out. It was noted that it is taking a long time (months) to get lights fixed.

The next meeting will be on Friday, February 24, 2012 at the Rancho Cordova Library.
