Kelly Cohen made a motion to adopt the draft minutes from July 26, 2011. Lori Christensen seconded the motion. The motion was approved unanimously. - Reports

Kelly Cohen reported that the BRECA bank account balance is $5,414.99.

- Recap of Picnic on September 25
Rick Sloan reported that the picnic went smoothly, with similar attendance to last year. Kelly Cohen stated that County Supervisor Don Nottoli came, and complimented BRECA on effectiveness. Rick Sloan stated that he would like to see a better BRECA sign. There was discussion of creating a BRECA banner. Rick will follow up. - Parks
Jim Morgan reported that most of Sacramento County Parks management is gone. The head of the County Municipal Services Agency, Rob Leonard, is acting Parks director. He has formed an ad hoc advisory committee to advise on the future direction for County Parks. - Appropriation for BRECA Newsletter and Picnic
Jim Morgan reported that the BRECA community newsletter had gone over budget due mainly to increased printing costs. The total expenditures were $609.08. Lori Christensen made a motion to appropriate $609.08 for the newsletter. Kelly Cohen seconded the motion. The motion was approved unanimously.The was no additional appropriation at this time for the picnic, since the total expenditures have not been calculated, and it probably came in under budget. - CORPAC
Paul Bowers reported that the Korean market on Bradshaw Rd. south of Folsom Blvd. has applied for an alcohol license. However, there is concern because the area is “oversaturated” with alcohol sellers. CORPAC will make a recommendation on October 20. Paul also stated that an attorney for property owners north of the market had complained that the market encroaches on parking for the skating rink.Paul also reported that the developers of the “Easton” development, near Hazel Ave. and Folsom Blvd., want to have sales taxes pay for road improvements, instead of fees from the development. Joe O’Connor pointed out that this would shift costs away from the development and on to consumers.

Kelly Cohen stated that she had attended a hearing for the emergency Joint Operations Center (JOC), which is planned for adjacent to the Parkway near the fish hatchery. She stated that there were a lot of people at the hearing. Joe O’Connor pointed out that the JOC would be within the 500 year flood plain. Jim Morgan commented that the big issue is having a very large building next to the American River Parkway.Kelly Cohen also commented that she is unhappy with the stripes on Mira Del Rio Dr., which make it look like a main street. Lori Christensen commented that she does not like the speed bumps and tables that have recently been installed at several locations.
