- Playground Equipment for Riviera East Park: Guest Speakers from Cordova Recreation and Park District
Kathleen Franklin and Dave Edmond, with the Cordova Recreation and Park District, spoke about replacing the playground equipment in Riviera East Park that had recently been removed. It was stated that the old play structure no longer met safety standards, and that replacement parts were difficult to obtain. For these reasons, it was removed. The Park District has been trying to find money to replace the equipment. It appears that funds have been located. The project must include some sidewalk and walkway improvements. Conceptual play structures have been identified. Artist’s conceptions of some play structures were displayed. If all goes well, a new play structure will be installed early next year.There was general agreement that this was welcome news. There was discussion about having an opening ceremony, but the details appeared difficult. There was also discussion about having a restroom installed at the park. It was stated that there have been complaints about people urinating in the bushes. The minimum cost for a permanent restroom would be over $100,000.

Draft minutes for October 2010 were presented. It was noted that the next meeting should say November 23. Lori Christensen made a motion to adopt the draft minutes as amended. Rick Sloan seconded the motion. The motion was approved unanimously.

Gay Jones reported that no items of interest to BRECA were considered at the last meeting of the Cordova Community Planning and Advisory Council (CORPAC). - Parkway Coalition
Joe O’Connor reported that the recent American River Parkway Coalition meeting discussed the Ose proposal for Gibson Ranch, a proposal to purchase the Bushy Lake area from Cal Expo, and off-leash dogs. It was agreed that off leash dogs are a problem in the Gristmill and other areas of the Parkway, as well as Riviera East Park. There is a lack of enforcement of the existing regulations.

- Mayhew Levee Project Update
Jim Morgan distributed a letter received from the Sacramento Area Flood Control Agency (SAFCA) in response to letters sent by BRECA. Gay Jones stated that a meeting had been scheduled for December 1 with Supervisor Don Nottoli concerning BRECA issues.Joe O’Connor noted that the recent SAFCA letter did not respond to BRECA concerns about a previous statement that the community wanted the east end of the Mayhew Levee to end without a tie-in to high ground. It was also noted that the recent letter from SAFCA opened the door to constructing the tie-in to high ground, but grouped it with a number of other deferred projects. - General Membership Meeting

- Notice Of Preparation for Butterfield SPA.
Gay Jones reported that she had received an e-mail announcing a Notice of Preparation of an environmental document for the Butterfield Special Planning Area (SPA). The notice was dated 2009. Gay will follow up and find out why this notice was sent. - Issues from the Floor
It was agreed that the recent BRECA Newsletter looked great.Gay Jones reported that she had received requests to use the BRECA e-mail list. It was agreed that we should pick and choose what to send out, and not bombard the recipients with messages.
