  2. Minutes
    No draft minutes were presented.
  1. Reports
    1. CORPAC
      Gay Jones reported that the Cordova Area Planning and Advisory Council (CORPAC) had a meeting this month, but no projects in the BRECA area were considered.
    2. Treasurer’s Report
      Kelly Cohen reported that the balance in the BRECA bank account is $4,843.57.

    1. Newsletter
      Jim Morgan stated that he needs the articles for the Newsletter quickly or there will not be a BRECA Newsletter this year.
    2. BRECA Picnic
      There was a discussion of the BRECA picnic held on October 2, 2010.  Lori Christensen stated that the picnic was not well attended this year.  Lori reviewed the process for contacting members, which includes a flyer and telephone calls.  It was suggested that having the picnic on a Saturday might have been a problem.  Lori also stated that she would like someone else to take over organizing the picnic in the future.  Stan Mofjeld stated that a letter should be sent to Andrea White and the Cordova Recreation and Park District thanking them for providing the jump house.
    3. Mayhew Levee Project Update
      Jim Morgan stated that the Flood Protection Committee had prepared and sent two letters.  One was to the Sacramento Area Flood Control Agency (SAFCA) and the Corps of Engineers responding to the SAFCA letter of August 23, 2010.  The other letter was to Supervisor Don Nottoli requesting his assistance with the levee project east end issue.Gay Jones stated that an area upstream of the east end of the levee had been cleared of grasses and had tree limbs cut up to about five feet above the ground.  After some investigation, she discovered that this was done be the owners of the adjacent house, not the flood control agencies.

      Gay also stated that she had received an e-mail from Lizette Crosby with SAFCA that they had mowed the area near the Mayhew Drain that had yellow starthistle.  They are also planning to put in an understory of herbaceous plants at the Mayhew Drain and Gristmill entrance mitigation areas.  They are also planning to do some planting near the first erosion site (from 2008/9) next to the staging area at the Kansas Access.

      Joe O’Connor stated that the flood control agencies had re-sand bagged the second erosion site (from 2009/10) next to the staging area at the Kansas Access.

    4. Traffic Management Program/October 20, 2010 letter
      Gay Jones stated that she had received a letter from Sacramento County concerning the proposed Traffic Management Program.  The letter states that there will be a Board of Supervisors hearing on the proposed action.  Kelly Cohen suggested that BRECA should send an e-mail to members about the issue, and urging support.  Some other Steering Committee members did not agree, and no action was taken.
    5. Parkway Coalition
      There was a discussion of various issues related to the American River Parkway.  These included a questionnaire received from Pia Lopez with the Sacramento Bee, cleanup at an island downstream from the Mayhew Drain, and tickets for people who park at the Gristmill site without paying the entrance fee.
    6.  Gristmill Gatherers
      Gay Jones reported that the County Parks contact person for the Gristmill Gatherers, Shannon Brown, was no longer with Parks.  The new contact person is Rodney Melton.

    1. Correction to Cordova Recreation and Park District Brochure
      Gay Jones noted that a new draft brochure for the Cordova Recreation and Park District incorrectly identified Riviera East Park as being in Rancho Cordova, when it is actually in unincorporated Sacramento County.
    2. Portable Toilet at Gristmill – Funding Options
      Gay Jones stated that the base price of having a portable toilet at Gristmill is about $1,100 per year.  This includes weekly cleaning.  A source of funding for this has not been identified.  Stan Mofjeld stated that he supports having a portable toilet at Gristmill, as people at the site will otherwise use the bushes.
    3. Assess Quorum for Next Meeting (Thanksgiving Week)
      Gay Jones noted that the next scheduled Steering Committee meeting is two days before Thanksgiving and questioned whether there would be a quorum.  From the responses, it was not clear if there would or would not be a quorum.
    4. Issues from the Floor
      Stan Mofjeld reported that he had checked on the replacement playground equipment for Riviera East Park.  He stated that construction is planned for next summer.Rick Sloan stated that he would like to have an “ice cream social” instead of the regular BRECA picnic next year.  The whole community would be invited.  The question was raised of how the whole community would be notified of the event.  The discussion was tabled until next year.

      Jim Morgan stated that planning needs to begin for the BRECA General Membership meeting.  The By-Laws require at least one General Membership meeting per year.  The date and format of the meeting were discussed.  Assignments were made.  Jim Morgan made a motion to have the meeting on the regular Steering Committee meeting day, December 28, and to create an ad hoc committee to organize the meeting.  Rick Sloan seconded the motion.  The motion was approved unanimously.
